The Financial Year 2022-23 has been declared as the Year of Enterprises in the Kerala Budget of 2022-23. As part of the celebration of ‘Year of Enterprises’ it has been decided to facilitate the opening of 1 Lakh Enterprises in the state, under the aegis of the Department of Industries, between April 1, 2022 and Mar 31,2023. The activities in this regard have been decided to be carried out with cognizance and convergence of the various Departments of the Government, the coordination of which shall be undertaken by the Department of Industries. In connection with the One-Lakh Enterprises project, 1153 Professional Interns were posted in all LSGIs to carry out the various activities related to the ‘Year of Enterprises’project. They were provided with adequate training and weekly assignments have also been given for the capacity development of the Interns. In connection with the Project, a Help Desk is set up by each LSGI to ensure the service of Interns in every Monday and Wednesday of the week.The state level inauguration of the Help Desk was done on 27th June 2022 by Sri. M.V Govindan Master, Hon’ble Minister for LSGD. |

As per Act 19 of 2022, the Amendment of the Kerala Industrial Single Window Clearance Boards and Industrial Township Area Development Act 1999,Grievance Redressal System was constituted. Rules were also released as per G.O (P) No. 8/2022/ID dated 13 th April 2022. State and District Level Grievance Redressal Committees were also formed for the functioning of the system, as per G.O (MS) No. 107/2021/IND dated 30.10.2021.
As per the Act, Grievances related to industries with capital investment up to Rs. 10 cr are to be considered by the District Level Grievance Redressal Committee and grievances related to industries with capital investment above Rs. 10 cr and appeals against the decision of the District Level Committee are to be considered by the State Level Grievance Redressal Committee. In the district level committee District Collector is the Chairman and the General Manager of the District Industries Centre concerned is the Convenor.
In the State Level Committee, the Principal Secretary (Industries) is the Chairman and the Director of Industries and Commerce is the Convenor. The District and State Level Grievance Redressal Committee shall have the powers of a Civil Court while trying a suit under the Civil Procedure Code, 1908 (Central Act 5 of 1908). If the District Grievance Redressal Committee or the State Grievance Redressal Committee finds that the designated officer has failed to provide the services without sufficient and reasonable cause, the Chairman of the Committee concerned may by order in writing impose a fine on the designated officer at the rate of two hundred and fifty rupees for each day’s delay the sum of which shall not exceed ten thousand rupees and may recommend disciplinary action against such designated officer under the service rules applicable to him.
The MSME Clinic, a panel of experts who have proven expertise in resolving entrepreneurial doubts and resolving their issues in various fields, is set up in all District Industries Centres under the supervision of the General Manager. District wise details of these MSME clinics are given below. Registration software is being developed to facilitate this service to entrepreneurs.
MSME Clinic Empaneled List
The scheme envisages creation of more employment opportunity by way of developing areas/estate suitable in private land for the purpose of establishing more industrial enterprises across the state in an easy to do business environment. The state suffers from the scarcity of industrial land and the demand is soaring up.
The minimum extent of land for developing a Private Industrial Estate is 10 acres and for establishing a Standard Design Factory is five acres. The land proposed should not fall under ESA /CRZ/ / Paddy Land /Wet Land. Entities owning and possessing a minimum of 10 acres of land shall apply online to obtain the Private Industrial Estate Developer Permit. If the Private Industrial Estate is proposed in an extent of land above 15 acres exemption under KLR Act 1963 will be granted by Government.
The Directorate of Industries and Commerce shall verify the application and examine the feasibility of the site and the project and will submit the same to a high level committee comprising the Secretaries to Government of Industries, Finance, Revenue, Local Self Government, Water Resources, Power and Environment. The Committee shall dispose the applications within 30 days of receipt. Industries Department in Government shall issue Private Industrial Estate Developer Permit on getting approval of the Committee. The Financial assistance extended by Government will be 30 lakhs per acre subject to a maximum of Rs. 3 Crores towards building in Infrastructure Facilities such as electricity, water, transport facilities (road), drainage facility, ETP/CETP and Common Facilities.
Each Private Industrial Estate will be under Single Window Clearance Board with reference to the Kerala Industrial Single Window Clearance Board and Industrial Township Area Development Act 1999. The Private Industrial Estate Developer Permit shall specify with the time lines, Infrastructure Facilities and utilities the developer will put in.
The land in the Private Industrial Estate shall be allotted only to Industrial Enterprises. Vehicle showrooms, shopping complexes and Malls or any retail outlets will not be permitted inside Private Industrial Estate.
